SUD Housing Rental Assistance

Washington County Health and Human Services, Behavioral Health Division, is seeking a qualified provider to deliver Substance Use Disorder (SUD) Housing Rental Assistance Services from July 1, 2027, through June 30, 2032, with an option to renew for five years. The scope of work involves providing housing coordination services to help individuals recovering from substance use disorders locate and secure suitable housing, as well as providing financial assistance for rent and utility expenses paid directly to landlords or vendors. The project is funded by the Washington County Addictions Program, and the selected provider must enter service delivery data into the Resilience Outcomes Analysis and Data Submission (ROADS) system. To be eligible, providers must be certified as a Medicaid Provider for the State of Oregon per OAR [phone hidden] and possess at least five years of experience delivering SUD services in Washington County, including two years specifically in housing rental assistance. Applicants must certify compliance with Oregon tax laws and maintain comprehensive insurance coverage, including waivers of subrogation for general liability, worker's compensation, and automobile liability. The solicitation follows a Letter of Interest (LOI) format with a response deadline of November 17, 2026. Payment terms are set at thirty days following invoice approval by the County Contract Administrator.
