Furnished Accommodation for Families with No Recourse to Public Funds (NRPF) and Care Leavers

Worcestershire County Council is seeking service providers to provide furnished two or three bedroom accommodation for vulnerable young adults and families with children under 18 who have No Recourse to Public Funds (NRPF) or are care leavers. The requirement includes housing for up to 18 young adults and 6 families, with the service split across three lots covering Worcester City, Redditch, and Kidderminster. All accommodation must be located near schools, colleges, community services, and reliable transport links. The estimated total value of the contract is 2,045,405 pounds including VAT, with a projected performance period of five years running from 1 April 2027 to 31 March 2032. The procurement follows a competitive flexible procedure under a light touch special regime, consisting of a two-stage process. Stage one involves the assessment of a Procurement Specific Questionnaire and a Quality Questionnaire, while stage two consists of site visits for shortlisted suppliers. Award decisions are weighted toward pricing at 65 percent and quality assessment at 35 percent. This opportunity is open to small and medium-sized enterprises as well as voluntary, community, and social enterprises.
