The United States Property & Fiscal Office for PA (USPFO?PA) intends to issue a Request for Proposal (RFP) to award a single firm?fixed?price contract for the renovation of B229 and B310 located at at PA Air National Guard, Horsham AGS, Horsham, PA. A sources sought for this project was origionally posted on FBO under reference number W912KC-18-B-8001. The North American Classification System (NAICS) code for this work is 236220. This is a total small business set?aside. The small business size standard is $36.5 million average annual revenue for the previous three years. The magnitude of this project is between $1,000,000.00 and $5,000,000.00 in accordance with DFARS. Project square footage is estimated at 2,237 SF for B229 and 65,300 SF for B310. Project scope includes, but is not limited to: Provide all labor, transportation, materials, facilities, tools, equipment, appliances, and supervision necessary to perform and complete the renovation of building 229 to include restrooms (male and female), locker rooms (male and female), and office area. Also electrical and HVAC upgrades to the building. Additionally, the renovation of building 310 will consist of converting existing supply building warehouse and admin area; some work to convert existing warehouse space into additional office space. This project is subject to availability of funds. This project intends to include six options. Option 1 is for additional lighting in B229. Option 2 is for a deduction due to an alternate approach for the facade replacelmet of B310. Option 3 is for a deduction due to removing from the scope of work skylights. Option 4 is for a deduction due to removing the work shop from the bid in its entirety. Option 5 is for addition underground conduit. Option 6 is for B310 Communications room; the work in the comm area includes the removal/demo of serveral walls, construction of new walls, electrical upgrades, HVAC upgrades, and finishes. The tentative date for issuing the soliciation is on or about 26 March 2018. The preproposal conference will be approximatly two weeks after the soliciation issue date. A site visit will follow the preproposal conference. Actual dates and times will be identified in the soliciation. Interested contractos are encouraged to attend and will need to follow conference registration and base access requirements shown in the soliciation. Construction contract completion time is anticipated to take approximately 300 days after notice to proceed to include all project work, inspections and punch list. Interested offerors are notified and cautioned that contractors working on this project will be evaluated on technical capability and prior performance constructing similar projects with phasing requirements. Interested parties are encouraged to attend and shall follow the pre?proposal conference registration and base access requirements shown in the RFP. A site visit will follow the pre?proposal conference. Actual dates and times will be identified in the RFP document. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection Procedures. Evaluation factors include Technical Capability, Past Performance, and Price. The Government intends to award without discussions.
