AI Contract Overview
The contract solicits five units of an air duct hose identified by NSN 4720-01-042-3859, with delivery required 67 days after the order date, targeting delivery to the DLA Distribution DDSP New Cumberland facility in Pennsylvania. The item is governed by Raytheon Drawing 43-00087-001 and associated technical data package TDP Rev A Gen 1, requiring strict compliance with specifications. Technical data associated with the item is subject to export controls under ITAR or EAR, mandating that all offerors and their supply chain sources hold approved US/Canada Joint Certification Program certification, complete required DLA training and questionnaire, and receive explicit DLA approval to access controlled data. Any violation of export control requirements disqualifies an offer. The procurement falls under the DLA Master Solicitation for Automated Simplified Acquisitions Revision 105 and incorporates multiple FAR and DFARS clauses, including those governing cybersecurity safeguarding, cyber incident reporting, NIST SP 800-171 compliance, prohibitions on hexavalent chromium and covered telecommunications equipment, whistleblower protections, and electronic invoicing via WAWF. Packaging and marking must adhere to MIL-STD-129 and RP001 DLA packaging standards, with hazard communication labeling per 29 CFR 1910.1200 for any hazardous materials. The contract includes pass/fail gates that eliminate offers incorporating additive manufacturing, failing to submit a Safety Data Sheet, or lacking authorized access to export-controlled data. Inspection and acceptance occur at destination under FAR 52.246-2, and the solicitation is issued under the First Destination Transportation program with FOB Origin terms. Offerors must maintain current SAM registrations, represent small business status per NAICS code 332999, certify compliance with the Buy American Act, and affirm no use of covered telecommunications equipment. Awards may be automated if no first article testing is required, and while no price evaluation preference is explicitly stated, a HUBZone preference may apply. All submissions must be made via DIBBS prior to the closing date of July 17, 2026.
