AI Contract Overview
Solicitation 75H70426R00003 is a single or multiple-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract issued by the Indian Health Service (IHS) under the Department of Health and Human Services. The contract provides consultation and professional support services to federal IHS healthcare facilities, specifically focusing on healthcare leadership, accreditation, and operational and financial management support. The scope of work includes providing advisory, mentoring, training, and technical assistance to support compliance with CMS Conditions of Participation and accreditation standards, including the performance of gap analyses and the development of Corrective Action Plans across approximately five facilities. The acquisition utilizes a two-phase process: Phase I serves as an advisory multistep process to assess offeror viability, and Phase II consists of formal solicitation, evaluation of offers, and oral presentations. The contract is structured with a one-year base period from February 1, 2026, to January 31, 2027, and four subsequent one-year option periods. The total IDIQ ceiling is estimated between 50 million and 55 million dollars, utilizing Time-and-Materials (T&M) task orders. Pricing includes fixed hourly rates for direct labor and a not-to-exceed ceiling of 400,000 dollars for travel and materials per period. Award is based on the Highest Technically Rated (HTR) basis, evaluating technical approach via oral presentations, key personnel qualifications, and past performance. Key requirements include the deployment of at least three core subject matter experts per facility and strict adherence to organizational conflict of interest rules, which prohibit award to contractors currently providing staffing services at specified IHS facilities. All deliverables are submitted electronically and accepted by the Contracting Officer’s Representative.

ORIGINAL POSTING
The purpose of this solicitation is to make a single or multiaward IDIQ contract that provides consultation and professional support services to federal Indian Health Service (IHS) healthcare facilities, with an emphasis on healthcare leadership, accreditation, and operational and financial management support.
This document provides for a dual purpose to advise offerors of a two-Phase solicitation process; Phase I is an Advisory Multistep Process and evaluation of responses from potential offerors pursuant to RFO FAR 15.101 (e). Phase II is the formal solicitation process and evaluation of offers pursuant to RFO FAR 12 in conjunction with source selection procedures in RFO FAR 15. Phase II includes an oral presentation. The purpose of the two-Phase acquisition is lower the barrier to entry for contractors and allow evaluators to notify contractors that their proposal is unlikely to garner award but allows them to continue competing if they choose. This gives contractors an opportunity to withdraw from competition before bearing the costs of a full proposal submission reducing risk, cost, and time for both the contractor and the government.
