AI Contract Overview
This solicitation FA520926Q0001, issued by the Department of the Air Force’s 374th Contracting Squadron, requests quotes for Household Goods Packing and Crating Services in Kanagawa, Japan, under a firm-fixed-price, single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The contract’s base period begins April 1, 2026, with an option for one additional year and a six-month extension. It covers packing, containerization, drayage, and storage of Department of Defense personnel’s personal property shipments processed through the Direct Procurement Method (DPM). The services encompass comprehensive labor, equipment, and materials resources except for government-furnished items, and must be performed within designated geographic areas around Camp Zama and Yokosuka Naval Base. The solicitation emphasizes strict adherence to detailed packaging standards, such as several ASTM container and crate specifications, ISPM-15 compliant heat-treated wood use, marking requirements per MIL-STD-129 and MIL-STD-1489, and handling both outbound and inbound shipments. Performance expectations include maintaining high accuracy and timeliness with less than a 3% packing and loading error rate, 98% invoice accuracy, timely documentation returns, and proper protection of government-owned containers. The evaluation of proposals will primarily focus on two factors: past performance and price, with award made based on best value considering both. Past performance submissions require detailed past contract references and completion of performance questionnaires gauging quality, timeliness, and compliance. The solicitation requires offerors to be registered in SAM.gov with a valid CAGE code and to comply with multiple FAR and DFARS clauses, including those related to business ethics, safeguarding defense information, and prohibitions on certain telecommunications equipment. Oral task orders are authorized but must be confirmed in writing, and contractors must comply with antiterrorism, force protection, tax exemption, and installation access requirements unique to operations in Japan. The solicitation specifies a 30-day mobilization period and requires submissions in three separate volumes—technical, price, and past performance—by January 9, 2026. Pricing details are structured into contract line items for both primary locations; however, exact prices are not provided. The solicitation provides extensive attachments, figures, and technical instructions to ensure compliance with DoD and Japanese regulations, emphasizing quality control, official documentation, and secure handling of personal property throughout shipment processing.
