Household Hazardous Waste Disposal

The Atlantic County Utilities Authority (ACUA) is soliciting bids under solicitation number 2026-ITB-36 for a Household Hazardous Waste (HHW) Disposal Program starting in April 2027. The selected contractor will be responsible for the setup, collection, transportation, and disposal of HHW delivered by residents to the Haneman Environmental Park in Egg Harbor Township, New Jersey. Collection events are scheduled for the first or second Saturday of each month, with a projected volume of up to 145,000 pounds of waste across six annual events. The contract will be awarded to the responsible bidder offering the lowest per pound price, with tie-breaking considerations based on the bidder's commitment to recycling and innovative management procedures. The contractor must provide at least 20 experienced employees and 15 large utility carts per event, including a forklift and at least two staff members trained in hazardous waste identification and packaging. Key operational requirements include completing setup one hour before the event and vacating the site within three hours of the final vehicle. All hazardous materials must be handled via NJDEP Manifests with appropriate USEPA codes and disposed of at a Subtitle B hazardous waste facility. Bidders must submit a detailed site-specific technical approach and a Health and Safety Plan (HASP), and provide a bid bond of 10% of the total bid, not to exceed 20,000 dollars. Compliance with the New Jersey Prevailing Wage Act, OSHA standards, and the New Jersey Worker and Community Right to Know Law is mandatory.
