AI Contract Overview
The National Institutes of Health (NIH) is issuing a total small business set-aside Request for Proposals (RFP) under solicitation number 75N99026R00005 for comprehensive custodial and recycling services supporting its facilities in Bethesda, Maryland. The contractor is required to provide management, supervision, labor, materials, supplies, and equipment to perform both routine and non-routine custodial duties in administrative, clinical, laboratory-support, and common areas. Key service tasks include restroom sanitation and consumable replenishment, floor care (hard and carpeted surfaces), dusting, interior glass and entryway cleaning, trash and recycling collection, and support for special events or emergency cleanings. The services are governed by the Performance Work Statement (PWS), which defines performance expectations to maintain sanitary, safe, and professional environments. The contract will have a five-year base period and operate as an Indefinite Quantity Contract (IQC), allowing for task orders to be issued as needed. Offerors must be registered in the System for Award Management (SAM) and qualify as small businesses under NAICS code 561720 to be eligible. Proposals are to be submitted electronically via the DLA Internet Bid Board System (DIBBS) by February 18, 2026. Evaluation factors include price, past performance, and delivery, which are equally weighted, supporting a trade-off award decision rather than a lowest-price technically acceptable basis. While specific contract clauses and detailed pricing information are not publicly available in the solicitation documents, adherence to federal acquisition regulations and the NIH’s Supplier Performance Risk System applies. Inspection and acceptance will occur at the destination, although detailed inspection criteria are not explicitly stated. The contractor will be responsible for complying with all terms and managing hazardous materials if encountered. Payment terms exclude progress payments, and no packaging or marking requirements have been identified. Overall, this solicitation seeks to engage qualified small businesses capable of delivering consistent, high-quality custodial and recycling services in alignment with federal standards and NIH operational needs.
