This contract, issued by the Department of Defense’s DLA Weapons Support at Tinker AFB, Oklahoma, solicits proposals for the manufacture and delivery of an antifriction housing component (#3 bearing front face seal) used in the core module rear compressor. The solicitation requires bidders to submit offers for two distinct options: Bid A, which mandates First Article Testing (FAT), and Bid B, which waives the FAT requirement. Bid A includes delivery of a First Article Test Plan, Test Report, two non-test first article units, and a production unit, all to be evaluated by the government or a First Article Monitor, with subsequent delivery to a Foreign Military Sales (FMS) partner country. Bid B requires delivery of production units without the first article approval step. All proposals must include pricing for both bid options, adhering strictly to submission requirements. The contract enforces strict compliance with marking and quality standards, specifically mandating Unique Identification (UID) markings on all units per MIL-STD-130L, using the preferred Construct 2 format, which incorporates agency codes, CAGE codes, original part numbers, and serial numbers. First articles must comply with defined test plan and reporting formats, with clear timelines for government review and approval, and a 90-calendar-day delivery post-approval. A waiver for first article testing may be granted if prior deliveries to DoD have been made within 36 months, pending cognizant engineer approval. The contract also binds suppliers to the Buy American Act and Balance of Payments Program, and outlines risk and cost responsibilities, with the contractor assuming all costs prior to first article approval. Contract quantities have been adjusted to reflect increases in both production and testing units. Delivery terms stipulate FOB destination to a designated DoD logistics facility, with final delivery linked to the FMS case GR-D-QAK. The contract includes firm fixed price line items, though unit pricing details are not provided, and emphasizes compliance with inspection protocols conducted at the contractor’s facility. Finally, administrative contact and submission methods are specified, with a proposal deadline for all offers set at May 29, 2026.
