All proposals must include detailed pricing for both Bid A, which requires first article testing, and Bid B, which does not, with no exceptions permitted. Bid A mandates the submission of a first article test plan and test report, each for one lot, to be reviewed and approved by the first article monitor, along with one first article unit expended during testing and two additional first article units separate from the production quantity. A single production unit is also required under Bid A, and upon written approval of the first article testing, a total of three units—two first articles and one production unit—must be delivered to the Foreign Military Sales (FMS) country under case GR-D-QAK. Offerors who have supplied identical or similar items to the Department of Defense within the past 36 months may request a waiver of first article requirements subject to cognizant engineer approval. Bid B, if approved, requires only three production units with no first article testing, and carries a single unit price for the entire quantity. The item being procured is a stainless steel housing, part number 52661 4012468, 75370 4018381, 4012501, designated NSN 2840-00-343-7601 NZ, functioning as a #3 bearing front face seal to retain oil in the core module rear compressor bearing compartment. The contract is firm fixed price, subject to the Buy American Act, and requires full compliance with Item Unique Identification (IUID) standards under MIL-STD-130L or later revisions, with Construct 2 being the preferred format comprising the issuing agency code, CAGE code, original part number, and serial number, applied without compromising the item’s integrity. First article test plan and report must adhere to CDRL 1423-1, and all testing must be notified 30 days in advance, with government approval or disapproval required within 45 days of completion. Any production activities begun prior to first article approval are at the contractor’s sole risk. The solicitation, numbered SPRTA125Q0212, issued by the Department of Defense through DLA Aviation at Tinker AFB, Oklahoma, with a response deadline of July 24, 2026, is classified under NAICS code 336412 and does not specify a total contract value.
