Houston Office Renovations

The Department of Public Safety of Texas is seeking qualified vendors to perform a turnkey renovation project at its Houston Headquarters located at 11230 West Rd, with all work to be completed by December 31, 2026, and the solicitation closing on June 25, 2026, at 5:00 p.m. Central Time. Bidders must submit proposals using a mandatory pricing schedule that includes all costs, fees, licenses, and expenses, with no minimum compensation guaranteed. The project requires full compliance with applicable building codes, ADA/ADAAG/TAS regulations, and Texas-specific standards, including the use of manufacturer-original, unopened materials labeled with product name, manufacturer, project identification, and handling instructions. All work must be performed by qualified craftspersons with at least three years of experience, and key personnel must be properly vetted. The contract mandates performance bonds for amounts exceeding $100,000 and payment bonds for contracts over $25,000. Contractors must adhere to strict security protocols, including CJIS compliance for data handling and restrictions on unauthorized visitors to state property, and must maintain records of such compliance for audit purposes. All responses are subject to the Texas Public Information Act, and vendors must certify compliance with state restrictions on ownership by or ties to restricted countries such as China, Iran, North Korea, and Russia, as well as prohibitions against energy company boycotts. Vendors must submit their proposals in two volumes, formatted in 12-point sans-serif font on 8.5” x 11” paper, with paginated sections, a full table of contents, and electronic bookmarks, and may only be submitted via the DPS Online Bid Room or designated email. Unauthorized contact with DPS personnel will result in disqualification. Proposals will be evaluated through pass/fail gates for past performance, financial integrity, and responsiveness, with failure in any of these areas resulting in non-award, regardless of price. The award will be made to the bidder offering best value under Texas Government Code § 2156.007, considering non-price factors. Contractors must provide a minimum one-year warranty on all installations, perform continuous work to minimize facility disruption, and manage waste daily. Final payment is contingent upon returning all work materials to DPS, and invoices must be itemized, include the contract number and remittance address, and be emailed to both the contract monitor and apinvoices@dps.texas.gov.
