Full Description

The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Medium Outdoor and Processing commercial cannabis license. The Project will consist of 14,892 square feet of outdoor cannabis cultivation with light deprivation and 2,430 square feet of support area. The Project will consist of 14,892 square feet of outdoor cannabis cultivation with light deprivation and 2,430 square feet of support area. The 14,892 square feet of canopy will be distributed among nine 9-foot by 90-foot beds, 28 5.5-foot by 58-foot beds, and two 10-foot by 55-foot beds, as shown on the attached site plans. The 2,430 square feet of support area is aggregated from one 40 by 60-foot processing facility, and one 5' by 6' nutrient and chemical storage shed. The processing building, owned by Ghost Processing (Thomas Whyte), will be used for dry harvest storage, processing, packaging, and administrative hold. This entire cannabis cultivation and processing operation includes a total of one (1) full-time employee. The processing facility will have four parking spaces plus one ADA parking space for a total of five parking spaces. No noise producing equipment will be used outside the processing facility, however the processing building will utilize up to three interior exhaust fans, four heat pump condenser units, one refrigeration condenser unit, and four dehumidifiers. An evaluation of the project noise by Saxelby Acoustics predicts that the operation will comply with Nevada County noise standards. The entire cultivation and processing area will be secured by a 6' tall metal fence. Video surveillance will be installed to cover all entry points into the building and greenhouses. All water for the processing facility will be supplied by the existing well on-site. The footprint of the disturbance associated with the amendment is smaller than the disturbance of the previous approval (PLN21-0131). The impacts were previously analyzed, and the mitigation measures associated with PLN21-0131/MGT21-0057 have been carried forward. A Notice of Applicability was issued by the Central Valley Regional Water Quality Control Board for the cannabis cultivation operation which contains requirements that the applicant must meet to ensure water quality is not impaired.
