The California High-Speed Rail Authority is preparing to issue a formal Invitation for Bids (IFB) in late 2025 to procure concrete ties essential for completing the first segment of its high-speed rail track, spanning approximately 119 miles. The procurement aims to acquire high-quality, newly manufactured concrete ties designed to withstand axle loads of 18 tons and train speeds ranging from 220 km/h to 354 km/h. The contract will be executed through multiple Notices to Proceed, with an initial NTP anticipated to authorize the manufacture and supply of materials for the initial construction segment, with an estimated value of up to $507.1 million across all phases, including extensions to the north and south. The procurement process emphasizes compliance with Buy America and Build America, Buy America Act (BABA) requirements, ensuring that all materials meet federal and state standards. The schedule for this procurement includes the release of the final IFB in the fourth quarter of 2025, with subsequent steps such as a virtual pre-bid conference, bid submission, and award notifications to follow, though specific dates are yet to be determined. Interested bidders are encouraged to review the draft IFB and related documents, which detail submission procedures, technical specifications, and compliance requirements. Questions can be directed to the designated contact, Kathryn Talattad, via email or phone. The process underscores the importance of adherence to federal procurement regulations, including wage standards and certifications, and emphasizes that the final contract and procurement details are subject to approval by the Authority’s Board of Directors.
