HubSpot Design, Implementation, and Support Services IDIQ

The Port of Seattle is seeking to award a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for HubSpot Enterprise Marketing Hub design, implementation, and support services, with an estimated total value of $500,000. The contractor will assist multiple Port organizations—including External Relations, Aviation Commercial Management, and the anticipated expansion to Maritime Marketing—in configuring, optimizing, and maintaining the HubSpot platform through dynamically issued Service Directives that define specific tasks, budgets, and deliverables. Work will be performed primarily at the Port’s location in Seattle, Washington, and must comply with internal standards outlined inAttachments G and H, including ethics, conflict of interest, and third-party behavioral expectations. Contractors must demonstrate specialized technical expertise in HubSpot administration, workflow automation, ecommerce integration, and user training, with the evaluation process prioritizing the specialized experience and competence of proposed key personnel, followed by engagement approach, project management capability, interview performance, and finally price. The award will be made on a best-value basis, not lowest price technically acceptable, allowing for trade-offs between technical merit and cost. Proposals are limited to 12 pages in PDF format and must be submitted electronically by August 27, 2026, along with supporting exhibits including company information, price forecasts, training materials, and individual resumes. All contractors must affirm compliance with non-discrimination laws, avoid conflicts of interest, and agree to audit access and record retention per GAAP. Invoicing is required monthly through the Port’s internal Contractor Database System, referencing the agreement number, with payments processed by the Port of Seattle. The solicitation does not require UEI or CAGE codes but mandates submission of the Unified Business Identifier, Federal Tax ID, and L&I Account Number. Subcontractors are bound by the same ethical and compliance obligations, and failure to meet requirements may result in payment withholding or contract termination.
