HUD Technology Transformation Next Generation

The Department of Housing and Urban Development Office of the Chief Information Officer intends to establish the Technology Transformation Next Generation Multiple Award Contract Indefinite Delivery Indefinite Quantity vehicle. This contract aims to provide comprehensive IT support services and technology transformation solutions across HUD headquarters, regional and field offices, and data centers. The scope of work encompasses several critical functional areas, including informatics services, system migration, site reliability engineering, emerging technology assessments, test and evaluation, and the modernization of customer service and experience frameworks. The contract structure includes a base period of 60 months with a potential 60-month extension option, utilizing a mix of firm-fixed-price, time-and-materials, and cost-reimbursement contract types. The total ceiling for all order periods is 3.5 million dollars, with a total annual maximum ceiling of 700,000 dollars. The procurement is divided into two distinct competition tracks: Track 1 for unrestricted competition covering the full scope of the Performance Work Statement, and Track 2 as a small business set-aside covering partial sections of the work. Awards will be based on a competitive best value tradeoff process involving a two-phase evaluation. Phase I consists of written proposals focusing on technical approach, past performance, and cost, while Phase II involves oral presentations for offerors in the competitive range to validate technical capabilities and key personnel expertise through scenario-based challenges. Technical and past performance factors are weighted more heavily than cost.
