The Hughes Hall Renovation project will modernize and revitalize Hughes Hall, a 60,613 GSF academic building located at 1899 College Road on The Ohio State University’s Columbus campus, prominently situated immediately north of the Oval. Originally constructed in 1949, the four-story facility has long served as an important academic, cultural, and community resource for the College of Arts and Sciences. The building underwent a previous renovation in 2013 and features a distinctive 312-seat recital hall on the west side of the basement level, which historically supported a broad range of instructional, performance, and public engagement activities. Vacant since the summer of 2022, Hughes Hall presents a unique opportunity for comprehensive renewal, transforming an underutilized campus asset into a modern, accessible, and flexible environment that supports the university’s evolving academic mission. The primary purpose of the renovation is to provide a transformative and modernized home to support the College of Arts and Sciences' current and future academic, administrative, and collaborative needs. The project will address significant deferred maintenance needs throughout the building, including comprehensive upgrades to the building envelope, such as the roof, windows, and masonry systems, to improve long-term durability, performance, and sustainability. In addition, the existing mechanical, electrical, and plumbing (MEP) systems are to be upgraded or replaced to enhance reliability, occupant comfort, and operational efficiency. Hazardous materials abatement throughout the facility is also anticipated as part of the renovation scope, enabling the transformation of Hughes Hall into a modern, accessible, and high-performing academic building that supports the evolving needs of students, faculty, and staff. The project also includes an addition to accommodate programmatic requirements and enhance functionality for students, faculty, and staff. Interior renovations are to create modern, flexible learning environments, administrative and support spaces, collaboration areas, and a dedicated computer lab. Hughes Hall will be home to the university’s first-of-its -kind Arts and Humanities AI Institute (AHAII) space, designed to foster innovation, interdisciplinary collaboration, and the exploration of emerging AI technologies within the arts and humanities. This unique environment will bring together students, faculty, and researchers across disciplines to advance creative inquiry, scholarship, and engagement at the intersection of technology and human-centered fields. Exterior site improvements will be required. This work will include, but not necessarily be limited to landscaping, paving repair/maintenance. A key component of the project is improving accessibility to Hughes Hall. Enhancements are to provide a more direct, inclusive, and ADA-compliant connection from the Oval, improving access for individuals of all abilities and strengthening the building's integration with the surrounding campus environment. Together, these improvements will transform Hughes Hall into a modern, accessible, and technology-enabled academic facility that supports innovation, interdisciplinary collaboration, and student success. The Program of Requirements (POR) developed by FDC based on the data received from Arts and Sciences and OTDI, and FOD deferred maintenance reports will be shared with the shortlisted firms for the preparation of their interviews and proposals. An information session will be scheduled for each respective shortlisted firm.
Scope of Services: The project and construction budget as listed in this RFQ is estimated. The selected A/E will need to have strong leadership skills and experience in successful delivery of large projects in campus settings. The Architect must be able to demonstrate design excellence through their example projects. They will also need to have excellent budget and schedule management experience, including successful experience in Target Value Budgeting and Target Value Design (TVB/TVD) in collaboration with a CMR during both the preconstruction and construction phases of the project. The selected firm must be able to coordinate and collaborate in the planning of the furniture package with the university’s furniture vendor to ensure timing delivery and installation prior to end users move-in date. The team's construction administration (CA) lead must have experience in successful on-site construction phase representation, as that will be a critical role during this project. Time management, proactive leadership, and the ability to resolve problems in an efficient manner will be required. For projects advertised with an appropriately developed Program of Requirements (POR), upon award of the Agreement, commence with Program Verification and Design. The project shall follow the applicable University Sustainability Standards: https://fod.osu.edu/sites/default/files/div_18.pdf. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement. Required Professional Liability Insurance will be per Exhibit A – A/E Terms and Conditions Article 7.2.6. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov. The selected A/E will be required to sign the standard agreement. No modifications to the requirements in the agreement will be accepted. During the construction period, provide not less than twenty-four (24) hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. The project team (Owner / A/E / Contractor) will be required to utilize the University’s Project Management System, for all compatible services required by the University. This project is required to be designed and delivered within a collaborative BIM-enabled environment following The Ohio State University BIM Project Delivery Standards. The Primary firm submitting for the project will be required to have the BIM expertise capable of meeting the aforementioned standards.
