RFP CONTACT Ronke Niagwan Procurement Manager Farm Credit Canada procurement@fcc.ca RFP SCOPE FCC currently has a Human Capital Management (HCM) Platform that has been in place for 6 years. Since that time there have been changes in how HCM Strategy is delivered at a process and organizational level across all industries. FCC is looking to mature it’s HCM Strategy to allow for a new workforce and flexible ways of delivering the HCM Function. As a result of this maturity FCC requires an HCM Platform that is flexible and adaptable to deliver on this strategy through technology. FCC has roughly 3200 employees and consultants across Canada plus candidates that apply for jobs. FCC is looking for one (1) successful Proponent that will provide a single Platform that will help FCC achieve the business needs stated below. However, FCC reserves the right to award the RFP scope of service to one or multiple Proponents to ensure the success of the HCM Function. The successful proponent would also implement and migrate any data to the new Platform. Summary of Business Needs: Human Capital Management Platform  FCC is looking for a Human Capital Management Platform that will meet our current and future Human Capital Management Functions and as well provide improvements through technology to those processes. The Platform should be flexible to grow with FCC and the Human Capital Management function Implementation FCC would require the successful proponent to implement the Platform. FCC is open to the proponent partnering with a 3rd party to deliver the implementation. On-Going Advisory Support    FCC may require the successful proponent to provide On-Going Advisory Support post implementation. This support could include but is not limited to:  Platform Configuration   Platform Assessment or Validation  Platform Enhancements  FCC requires that any proposed Platform be submitted only once. Platform providers or resellers must submit their proposal in partnership with their preferred implementation partner. Multiple proposals for the same Platform from different implementation partners or as standalone submissions will NOT be accepted. Each proposal must clearly identify the implementation partner, and the Platform provider is responsible for coordinating with their chosen partner to deliver a single comprehensive proposal.  More details of scope and requirements are included in the RFP document. RFP PARTICULARS All conditions for Proponent participation are included in the RFP documents. Duration of Contract:  will be negotiated but could be up to 10 years Options: included in the duration of the contract Estimated Quantity of Goods or Services:  Not applicable. RFP PROCESS CONSIDERATIONS   This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French). This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
