435 AGOW Human Performance Optimization (HPO) Services

The 700th Contracting Squadron at Ramstein Air Base, Germany, is soliciting offers for a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Human Performance Optimization (HPO) Services under the RFO Part 12 commercial acquisition procedures. The contract will run from 17 September 2026 through 16 September 2031, with an optional six-month extension that may be exercised by the Government through written notice within 30 days of expiration, provided preliminary notice is given at least 60 days in advance. The total contract duration, including the option, cannot exceed 66 months. The requirement is for integrated HPO services including Strength and Conditioning, Physical Therapy, Behavioral Performance, Resilience, and Operational Psychology support to the 435th Air Ground Operations Wing, with performance occurring at Ramstein Air Base and associated locations in Germany such as Visbeck and Vilseck Barracks. All services must be delivered by qualified personnel including Certified Strength and Conditioning Specialists, Licensed Clinical Social Workers, Specialized Physical Therapists, and Operational Psychologists, each subject to strict credentialing and background investigation requirements. Performance is measured against specific standards such as 100% completion of initial assessments within 30 days, 95% completion of scheduled strength programming, and 95% clinical documentation within 72 hours. All personnel must comply with HIPAA, Department of Defense privacy and security policies, NATO Status of Forces Agreement requirements, and host nation regulations, and must maintain active security clearances where applicable. The contract is subject to a range of Federal Acquisition Regulation clauses including requirements for System for Award Management registration, antiterrorism force protection, safeguarding covered defense information, prohibitions on subcontracting with entities linked to the Maduro regime or Xinjiang Uyghur Autonomous Region, and prohibitions on interrogating detainees. The Government will award on a best-value basis, evaluating Technical Capability, Price, and Past Performance with Price, Technical Acceptability, and Completeness serving as mandatory pass/fail gates.
