Contractors will supply all necessary materials and services, with their involvement tailored to the specific needs and scope of each incident, including the extent of debris, its location, and the affected area. This pre-event agreement is designed to facilitate rapid mobilization and efficient debris management during major catastrophic events, helping to mitigate the impact of disasters such as hurricanes. The Town may employ contractors to supplement municipal and volunteer efforts, particularly if existing resources are overwhelmed or unavailable. The contract size ranges from $500,000 to $5,000,000, with proposals due by December 6, 2024. The procurement process is managed by the Mcduffie County Board of Commissioners, with primary contact being Carrie Edwards. Full Description
This RFP will allow the Town to be able to quickly begin any cleanup that will assist in alleviating the effects of such an event. The quantity and type of debris generated, its location, and the size of the area over which it is dispersed directly impact the type of collection and disposal methods used to address the debris problem, associated costs incurred, and the speed with which the problem can be addressed. In a major catastrophic disaster, the Town may have difficulty locating staff, be understaffed, have problems locating equipment, and may have difficulty funding the debris removal in the short term as well as long term. Private contractors play a significant role in the debris removal, collection, reduction, and disposal process. Private contractors may be employed to supplement the efforts of the Town¿s and volunteer works crews. If it is determined that the available resources are insufficient to complete the debris removal process in a timely manner then the pre-selected private contractors may be utilized to perform all or parts of the clean-up. They will be advised and given explicit details as to the scope of their operations. The extent of their involvement will be dictated by the needs of the Town and are incident-specific.
