The Government plans to implement a new solicitation format starting June 2008 for all Husbanding Service Provider (HSP) Request for Quotes (RFQ), transitioning to an Indefinite Delivery / Requirements type contract. These solicitations will be issued under full and open competitive procedures, without any set-asides, and delivery orders may be placed by authorized Contracting Officers or Supply Officers aboard U.S. Navy vessels. The scope of the husbanding services includes tug services, line handlers, CHT and trash services, pilots, and other related support for ships. Due to the extensive number of detailed attachments associated with the new format, these attachments will only be provided upon request, and future updates to attachments will also require a formal request from potential offerors. Potential vendors are notified that all solicitation documents and amendments will be available exclusively through online platforms such as http://www.neco.navy.mil or http://www.fedbizopps.gov, with no hard copies to be distributed. Offerors must self-certify that neither they nor their principal officials are suspended, debarred, or otherwise ineligible for federal contracts. Registration in the CCR database is mandatory for eligibility, and failure to comply will render proposals ineligible. Industry feedback on the new solicitation format is welcomed, with inquiries directed to Contracting Officer Scott Wilkins. There is no guarantee the Government will award a contract based on this solicitation. The applicable NAICS code for these services is 488310, and the solicitation is managed by the Department of Defense’s Navsup Fleet Logistics Center in Norfolk, Virginia.

The Government intends to issue a new solicitation format for ALL Husbanding Service Provider (HSP) Request For Quotes (RFQ) starting in June 2008. Any award issued from the new format will be an Indefinite Delivery / Requirements type contract. It is anticipated that these solicitations shall be issued using full and open competitive procedures and no set-asides will be used. Subsequent delivery orders will be issued from authorized Contracting Officers or the Supply Officer of a U.S. Navy vessel. Due to the number of detailed attachments referenced in the new format, these attachments will only be made available upon request. For future RFQs, potential offerors will only need to request these attachments when and if it is announced that a new version of the attachment is available. The HSP solicitations are for ships husbanding services to include, but not limited to, tug services, line handlers, CHT and trash services, pilots, and more. The NAICS Code applicable is 488310 and Federal Supply Code (FSC) R706. Industry comments on the new format are encouraged. Attachments, questions, and comments can be referred to the Contracting Officer Mr. Scott Wilkins at email scott.wilkins@navy.mil or phone 757-443-1326 or fax 757-443-1402. Starting June 2008, potential offerors are hereby notified that follow on solicitation and subsequent amendments to this notice will only be available by downloading the documents at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Lack of registration in the CCR database as required by FAR 4.1102 will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at hppt://ccr.gov. There is no commitment on the part of the Government to award a contract as a result of this notice.
