SWFLANT Support, Near Port Security Barrier Operations and Waterfront Restricted Area Gate Openings and Closings, Naval Submarine Base Kings Bay, Georgia

Strategic Weapons Facility Atlantic (SWFLANT) is soliciting a single Firm-Fixed-Price contract for contractor-furnished marine operations at Naval Submarine Base Kings Bay, Georgia. The scope of work involves the operation, navigation, and visual inspection of Near Port Security Barrier and Port Security Barrier movements, as well as the opening and closing of Waterfront Restricted Area security gates to protect ballistic missile submarines and waterfront assets. The contractor is responsible for providing all necessary vessels, equipment, fueling, maintenance, and qualified personnel, including USCG MMC/SIM BBC licensed Boat Coxswains and PQS 43606-A qualified Deckhands. The requirement encompasses scheduled, unscheduled, and emergent movement evolutions, as well as severe-weather and contingency support. The contract structure includes a 30-day phase-in transition period starting March 1, 2027, followed by an 11-month base period and four 12-month option periods. Award eligibility requires the prime contractor to possess a Secret-level Facility Security Clearance by the proposal due date and maintain CMMC Level 1 (Self) certification. The government will utilize a Highest Technically Rated with a Fair and Reasonable Price selection process, evaluating non-price factors before determining price reasonableness without conducting trade-offs. Performance will be monitored via a Quality Assurance Surveillance Plan, with a strict requirement for 100% operational availability for all scheduled evolutions and zero unexcused operational delays. Contractors must also adhere to stringent environmental regulations, including the Clean Water Act and Oil Pollution Act of 1990, and provide all necessary IT and communication hardware.
