The United States Coast Guard, through the Operational Logistics Command, is soliciting quotes for comprehensive pier berthing and husbanding services in Singapore to support six Sentinel-Class Fast Response Cutters from November 22, 2026, to January 5, 2027. This firm-fixed-price contract, issued under NAICS code 488310, requires the provision of deep-water pier space capable of supporting two cutters simultaneously with nested configurations for up to six vessels. Key requirements include the mobilization of four Conex boxes for force protection, daily maintenance of potable water systems meeting WHO and USCG standards, pilotage, tug services, and the management of sewage, oily waste, and refuse removal. The contractor must also provide qualified key personnel, including a program manager, marine coordinators, certified crane operators, and professional diving teams. The government will award a single task order based on a best-value qualitative trade-off process, where non-price factors—technical approach, management capability, and past performance—are significantly more important than price. Interested offerors must submit their quotes in three separate volumes via email to Contracting Officer Tyrone Minnifield by November 13, 2026, at 7:00 AM EST. Submissions must adhere to strict formatting guidelines, including a 12-point Times New Roman font and specific page limits for technical and management volumes. All invoices are to be processed electronically through the Invoice Processing Platform. Questions regarding the solicitation must be submitted in writing by November 6, 2026.
