The Health and Human Services Commission of Texas is seeking bids under solicitation HHS0017447 for a blanket contract to supply HVAC and plumbing parts and supplies to Vernon State Hospital for fiscal year 2027. Packaging must comply with labeling requirements, including clear identification of contents, purchase order number, and quantity per carton, with pallets requiring shrink wrap and labeling. Delivery must adhere to specified timelines based on days after receipt of order, and bidders must observe all posted speed limits during transit. The award will be made based on best value to the State of Texas, considering requirements compliance, price, delivery performance, ability to perform, and past vendor performance, with price being a significant factor but not the sole determinant. Contractors must be current on state taxes, not on any federal or state exclusion lists, and comply with civil rights, anti-discrimination, and human trafficking prohibitions. All contractual obligations are governed by Texas law, and strict record retention under GAAP or GASB is required, subject to audit at any time
