HVAC Maintenance and Repair Service

The City of Killeen is soliciting proposals under solicitation number 27-17 for comprehensive HVAC maintenance, inspection, troubleshooting, and repair services for various city facilities. The scope of work is divided into two categories: equipment below 7.5 tons and equipment 7.5 tons and above, including specialized systems such as chillers, VRF, and geothermal systems. While the primary focus is on citywide facilities, the City may also include Aviation facilities upon the expiration of their current agreement. Selected contractors must provide routine preventive maintenance, emergency 24/7 support, and refrigerant services in compliance with EPA Section 608 certification and other federal, state, and local regulations. The contract will be awarded based on a weighted best value method, with the potential for a second-phase interview or demonstration for shortlisted proposers. The initial term is for one year, with the possibility of four automatic one-year renewals, not to exceed a total of four years or a contract value of 100,000 dollars without City Council approval. Proposers must be certified as eligible to contract with federal entities, ensuring they are not on the GSA debarment list, and must provide a Conflict of Interest Questionnaire. All services must adhere to industry standards and manufacturer specifications, with a requirement for detailed service reports and the removal of all debris and materials from work sites.
