Hydrant Flusher Kits

Hillsborough County is seeking competitive bids for a one-time purchase of 27 Hydrant Flusher Kits under solicitation ITQ-26-00301, with a project estimate of $11,475.00. The kits must be the Pollardwater FlushPro 2 (PFLUSHPROKIT) or an equivalent that meets or exceeds all specified technical characteristics, including a two-inch heavy-duty lightweight PVC flushing diffuser with a female end connection and a two-inch by ten-foot or longer nitrile rubber fire hose with MNST x FNST end connections. All items must be new, not used or re-manufactured, and must conform to OSHA requirements. Bids must be submitted exclusively through the County’s Euna Procurement portal by June 30, 2026, at 2:00 PM Eastern Time, with no submissions accepted via email, fax, or paper. Offers must cover all line items to be eligible, and pricing must include delivery, shipping, and handling costs. The award will be made to the lowest responsive and responsible bidder under a lowest price technically acceptable (LPTA) basis, with preference given to those certified under Florida’s drug-free workplace program if bids are otherwise equal. Unbalanced or excessively priced line items may be rejected at the County’s sole discretion. The contract requires compliance with federal, state, and local laws, including non-discrimination statutes such as Title VI and Title VII of the Civil Rights Act, and mandates adherence to IMAGE Best Practices, including use of E-Verify and the Social Security Number Verification Service for all new hires and verification of the existing workforce. Contractors must complete and submit a Substitute W9 Form for taxpayer identification, a Direct Deposit Authorization Form for electronic payment via CTX format, and a Drug-Free Workplace Certification. Delivery is to be made to 10707 Rhodine Road, Riverview, FL, 33579, within 30 days of purchase order issuance, during business hours Monday through Friday, 7:30 AM to 3:30 PM, excluding holidays, under F.O.B. terms to the delivery location. The County reserves the right to inspect samples of the proposed equipment within ten business days of request, at no cost to the County, and failure to provide samples may result in offer rejection.
