This solicitation, identified as N6660426Q0410, is a combined synopsis and request for quotation issued by the Naval Undersea Warfare Center Division, Newport, under FAR Part 12 for commercial items. It is structured as a 100% small business set-aside with a NAICS code of 333995 and a size standard of 800 employees, targeting firms capable of supplying two Hydraulic Powered Linear Actuators meeting stringent Government specifications outlined in Attachment 1. The actuator must be operable in subsea environments up to 200 meters, retain full functionality after one year of non-operating submersion in seawater, and actuate loads up to 16,000 lbs at 2000 PSI with the ability to hold load position without pressure and automatically arrest upon pressure loss. Physical requirements include a minimum stroke length of 65 inches, a retracted pin-to-pin length of 97.25 inches, lug and spherical rod end fittings, and compatibility with petroleum-based hydraulic fluids delivered at 1–2 GPM. Delivery is required by November 30, 2026, F.O.B. Destination at Naval Station Newport, Rhode Island, with all shipping charges included in the quoted unit price. To be deemed technically acceptable, offerors must submit detailed technical specifications along with their quotations and maintain a CMMC Level 2 (Self) or higher certification for any information systems handling Federal contract information or controlled unclassified information, providing the corresponding CMMC UIDs from SPRS. Past performance data from SPRS will be reviewed, with negative information potentially rendering a quote unacceptable. All items with a unit acquisition cost of $5,000 or more must be marked with a Unique Item Identifier (UID) as required by DFARS Clause 252.211-7003. The award will be made on a lowest price technically acceptable basis under a Firm-Fixed-Price contract to a single eligible small business with active SAM registration. Compliance with multiple FAR and DFARS clauses relating to telecommunications equipment prohibitions, cybersecurity, counterfeit parts, contractor representation, and domestic acquisition obligations is mandatory. Submissions must be emailed to Margaret Echard no later than July 8, 2026, at 2:00 PM EST, and payment will be processed via Wide Area Workflow.
