HYDRAULIC FLUID DISPENSER

The U.S. Air Force, through the Air Force Sustainment Center’s Maintenance Contracting Branch at Tinker Air Force Base, Oklahoma, is soliciting three trailer-mounted MALABAR Hydraulic Fluid Dispensers, Model 877600B-6 or an equivalent item meeting the specified technical requirements, under a Firm Fixed Price contract. This acquisition is issued as a commercial item under FAR Part 12 and is restricted exclusively to small businesses via a Total Small Business Set-Aside under NAICS code 333996. The dispensers must be fully functional units capable of dispensing BMS 3-11 Type IV and V hydraulic fluid, equipped with air and hydraulic systems, 5–15 micron filtration, a minimum flow rate of 4.5 gallons per minute, Skydrol-resistant paint, CGA680 nitrogen regulators and bottles, static and service reels, a 35-foot delivery hose with shutoff valve, liquid level gauges, fluid meters, and supporting documentation. All units must be delivered FOB Destination to Tinker AFB within 60 days of contract award, with shipping costs included in the quoted price and the contractor bearing liability for loss or damage during transit. Evaluation is conducted on a Lowest Price Technically Acceptable basis, with technical acceptability, shipping compliance, and exact item match serving as mandatory pass/fail thresholds before price becomes the determining factor. Invoices must be submitted electronically via WAWF after delivery and acceptance at the destination, with payment terms set at Net 30. Offerors must be registered in SAM, possess a valid UEI and CAGE code, and certify their small business status and compliance with all applicable clauses including those related to cybersecurity, trafficking in persons, equal opportunity, Buy American requirements, and prohibitions on covered telecommunications equipment. The only required documentation is a completed Quote Sheet submitted electronically by May 8, 2026, at 10:00 AM CST to the designated contracting officer email, with no physical submissions or online portal usage permitted.
