AI Contract Overview

The Naval Air Warfare Center Aircraft Division Lakehurst intends to award a sole source contract to Progressive Hydraulics, Inc. for the procurement of Hydraulic Power Units and Connector Install Kits in support of the T-45 Program. The requirement includes an initial quantity of one unit and one kit for the base year, with options to purchase an additional four of each, totaling five units and five kits. This procurement is being conducted under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1. The government has determined that a sole source award is necessary because it does not possess the technical data package or drawings required for competitive bidding. Utilizing an alternative source would result in significant additional costs for design reviews and testing, while also risking the use of assets that are incompatible with the USN-approved configuration. Interested parties had until December 13, 2023, to submit responses for the government to consider whether to open the requirement to competition.
