Due to drydock space constraints, the entire unit must not exceed dimensions of 100 inches in length, 60 inches in width, and 70 inches in height, with a maximum total weight of 3,500 lbs. While belt-driven configurations are mandatory for the V-belt failure alarm, direct drive pump configurations are also acceptable. Administrative requirements include providing maintenance and operation manuals in both English and French, while operating and safety labels must be in English. Environmentally preferable packaging is optional. Proposals must be submitted electronically in Canadian dollars and include the required Offer Submission and Offer Declaration forms. Award evaluation is based on meeting all mandatory technical criteria and the total evaluated price, which includes the firm requirement and the optional purchase units.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
