NASA/NSSC is procuring Hydraulic Very High Cycle Fatigue Testing for additively manufactured GRCop-42 and Alloy 718 under a sole source contract authorized by FAR 12.102(a), with PRODUCT EVALUATION SYSTEMS identified as the sole provider of this specialized service. The work will be performed at the contractor’s facility, with all machining and testing required to be conducted onsite and no subcontracting permitted without prior NASA approval. The contract falls under the NAICS code 541380 and is being acquired as a commercial item under FAR Part 12 procedures. The vendor must be accredited by Nadcap and A2LA (ISO/IEC 17025:2017) for ASTM E8/21 and E606/E466, and must handle, track, and bag-tag all samples upon receipt. Thirty specimens, three each of GRCop-42 and Alloy 718, will be machined to ASTM E606 geometry and subjected to high cycle fatigue testing at room temperature with a targeted failure range of 80–100 million cycles and a runout at 10^8 cycles using a 40Hz tapered sine waveform at R = -1. Deliverables include a final test report, digital stress/strain and hysteresis data in CSV or Excel format, raw hysteresis curves, and the fractured specimens, all to be shipped to Marshall Space Flight Center Central Receiving in Huntsville, AL. The vendor must complete all work within seven months of receiving samples, and any test overruns must be reported to NASA promptly. The performance period and delivery window are strictly defined, and compliance with these technical and procedural requirements is mandatory for acceptance.
