Request for Quote for Olink® Target 96 Panel Assays

The Defense Health Agency, through its Medical R&D Contracting Division 1, is soliciting quotes for the performance of Olink® Target 96 Panel Assays on up to 88 de-identified biological samples over a 12-month period from August 15, 2026, to August 14, 2027. The work must be conducted at the contractor’s facility and involves analyzing samples for targeted protein panels related to metabolism, inflammation, and immune response using Olink’s proximity extension assay technology. Only contractors who are officially certified by Olink as Service Providers—having completed required training, annual concordance testing, and re-certification—are eligible to respond. The solicitation requires submission of a Firm-Fixed Price quote with unit pricing per sample for each of the three panels, where the Government will calculate the maximum contract value using the highest unit price among the three panels multiplied by 88 samples. All data results must be delivered in normalized protein expression values (NPXs) via Excel or a similar program once during the contract term, and any remaining samples must be returned to the U.S. Army Research Institute of Environmental Medicine in their original cryovials, maintained on dry ice under strict cold chain logistics, with the contractor bearing all shipping costs. Proposals must be submitted via email by June 23, 2026, at 1:00 PM Eastern Time, and must include a completed Pricing Sheet and specific blocks from the solicitation form. Offerors must be registered in the System for Award Management with a valid SAM Unique Identifier, CAGE Code, and Taxpayer Identification Number, and must comply with representations and certifications relating to cybersecurity, excluded parties, and prohibitions on inverted domestic corporations. Award will be made on a Lowest Priced Technically Acceptable basis, where technical acceptability is a pass/fail gate—any unacceptable evaluation results in disqualification—followed by price comparison among qualified respondents. Invoicing is mandatory through the Wide Area WorkFlow system using the Invoice 2in1 format, and contract administration is governed by a Contracting Officer Representative who ensures compliance with the Performance Work Statement and quality assurance standards. The contractor must maintain a robust quality control program, including the use of positive and negative controls and calibrators on every assay panel, and the Government will conduct oversight through a Quality Assurance Surveillance Plan. All work is unclassified and does not require access to government facilities or Common Access Cards.
