Description: This Design-Build Project is in Frederick County along I‑81 between Mile Marker (MM) 317 to 319. The project is a bundle of three elements, and the three elements are part of single procurement and will be awarded as a single contract. Following is the brief description of each element: (1) I‑81 Widening MM 317–319: I‑81 will be expanded from two to three lanes each way between MM 317–319 to improve safety, reliability, and capacity. The project includes three bridge pairs (CSX rail, US 11, Winchester & Western rail), and raising the interstate profile to meet clearance over Route 11. This element also includes two large box culverts that provide floodplain conveyance beneath I‑81. (2) Exit 317 Interchange Improvements: The existing I‑81/US 11 diamond interchange will be converted to a diverging diamond interchange to reduce congestion, queues, and safety issues that currently extend onto I‑81. The redesign improves traffic flow, supports future growth, adds a park‑and‑ride lot, and converts Welltown Road and Crown Lane into a one‑way couplet to ease Route 11 congestion. (3) Exit 317 Northbound Ramp Realignment: The I‑81 northbound off‑ramp will be realigned to intersect with US Route 11, eliminating one of the existing signalized intersections and consolidating traffic control into a single signalized intersection at the northbound on‑ramp. Removing one of the closely spaced intersections will improve the overall level of service and traffic operations along US Route 11.
