INTENT TO SOLE SOURCE



IBML Fusion 8300 Scanner and Maintenance - SS-FSA- 26-030



The Treasury Common Services Center (TCSC) on behalf of the Fiscal Service’s (FS) Debt Management Operations Division Correspondence Section intends to make an award on a sole source basis to Imaging Business Machines LLC; 2750 Crestwood Blvd; Irondale, AL 35210-1227 for the purchase of IBML Fusion 8300 Scanner with Maintenance.



FS has a requirement to purchase IBML Fusion 8300 Scanner with Maintenance to integrate directly into mission-critical workflows that support debt resolution activities across the federal government and centralized offset operations.  The system also supports high-volume correspondence scanning required to remove undeliverable mail, batch correspondence.


The Product Code is 74, the NAICS code is 334118 with a business size standard of 1000 employees.


FS will consider written responses received no later than 1:00 pm ET on Thursday, April 29, 2026.  Responses must include sufficient evidence that clearly shows their capabilities to provide the above requirement.  If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, and is received by the deadline, FS, shall make award on a sole source basis to Imaging Business Machines LLC.



The period of performance for the purchase order/contract is anticipated to be a 12-month base period and three (3) twelve 12-month Option Periods for maintenance.



NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.



Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. TCSC will consider responses received no later than 1:00 pm ET on Thursday, April 29, 2026. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-FSA-26-030/Attn: AJohnson/TAshcroft. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, TCSC will make award on a sole source basis to Intuition Machines, Inc.
