IBML Scanner Maintenance Support Renewal

The 42d Contracting Squadron at Maxwell Air Force Base, Alabama, is conducting market research under solicitation FA3300AFHRA26 to identify potential sources capable of providing annual post-warranty maintenance support for two Imaging Business Machines LLC ImageTrac 6 Lite high-speed document scanners and their associated Dell 7910XL servers located at the Air Force Historical Research Agency in Montgomery, Alabama. The Government has determined that IBML is the only known source capable of providing proprietary support for this specialized equipment, and this notice is solely to confirm whether any other entities possess the technical capability and OEM certification to deliver equivalent services. Required services include 13x5 technical support with a four-hour response time, on-site and remote assistance, replacement of failed components using authorized OEM parts, Defective Media Retention and destruction by AFHRA, and a one-time reinstatement inspection due to prior service lapse. The period of performance is set for one year, from September 30, 2026, to September 29, 2027, with no option periods or extensions currently contemplated. Contractor personnel must comply with rigorous installation access and security protocols, including obtaining base identification badges without CAC sponsorship, submitting written access requests with valid driver’s license, vehicle registration, and insurance, and strictly adhering to entry/exit procedures through designated gates on Maxwell AFB. Vehicle inspections, random checks, and compliance with traffic regulations under AFI 31-218 and DoDM5200.08v3 are mandatory, and violations may result in loss of access or debarment. Use of cellular phones while driving is prohibited unless hands-free, and no unauthorized IT systems, wireless modems, or camera networks may be installed without explicit written approval. Firearms, explosives, and contraband are strictly forbidden on base, and any security threats must be immediately reported to the 42d Air Base Wing Information Protection Office.
