The contract is for the manufacture and delivery of 14,500 ice tan creepers across four sizes (small, medium, large, and extra-large) to meet military specifications outlined in CID: A-A-55124C. The creepers are designed to fit over combat boots, featuring a flexible body and a minimum of 20 triangular, case-hardened metal spikes for traction on ice, arranged to aid multidirectional grip without hindering mobility. The spikes are attached to rigid plates to prevent pressure points and are distributed over the forefoot and heel. Delivery is required within 120 days of contract award and will be distributed to specified DLA Troop Support third-party logistics depots in Texas, Michigan, and Georgia. This procurement is a 100% small business set-aside and will follow a Lowest Price Technically Acceptable (LPTA) source selection process under FAR guidelines. Offerors must provide demonstration samples for each size, which will be evaluated on a pass/fail basis. All products must comply with domestic sourcing regulations per DFARS 252.225-7012, including the Berry Amendment, ensuring materials and production occur in the United States or its territories unless exceptions apply. Registration for participation will occur through the Defense Logistics Agency's DIBBS system, requiring SAM and CAGE code registrations. A single award is anticipated, based on meeting solicitation requirements and offering the lowest evaluated price deemed fair and reasonable by the contracting officer. Additional details and procurement documents will be accessible through the DIBBS portal upon solicitation posting.
