ICE Vaccines

The Department of Homeland Security’s Detention Compliance and Removals office is conducting market research through a Request for Information titled ICE Vaccines to identify qualified vendors capable of delivering comprehensive seasonal vaccine support for the Immigration and Customs Enforcement Health Service Corps. The scope encompasses the end-to-end management of seasonal influenza and COVID-19 vaccines, including procurement, distribution, administration, documentation, and reporting to meet the needs of DHS detainee populations across all 50 states, Washington D.C., and Puerto Rico. Vendors must demonstrate the ability to manage cold-chain logistics in full compliance with CDC and manufacturer requirements, including temperature monitoring, storage, handling, real-time tracking, and shipping status notifications. The agency also seeks vendors with secure, web-based systems for order placement, automated communications, reporting, and paperless invoicing, along with annual processing and crediting of unused or expired products while adhering to Federal Ceiling Price requirements for influenza vaccines. Responses must be submitted by July 7, 2026, no later than 3:00 pm Central Time, via email to Genna Braden at genna.braden@ice.dhs.gov in Microsoft Word or Adobe PDF format, not exceeding fifteen pages including a cover letter. All submissions must include company SAM registration status, a Unique Entity Identifier, socio-economic and size information under the potentially applicable NAICS code 424210, and contact details for both contracting and technical points of contact. Respondents are asked to describe their typical implementation timelines, suggest applicable contract types, and outline commonly used CLIN and pricing structures, but no quotes or pricing proposals will be accepted. The government will not reimburse costs associated with responding, all submissions become government property, and proprietary information must be clearly marked if provided. This RFI serves solely as market research for future acquisition planning and does not constitute a solicitation or obligation to award a contract.
