ICITAP/OPDAT Worldwide Support Services

The U.S. Department of Justice is soliciting a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide worldwide administrative, logistical, technical, professional, and program management services for the International Criminal Investigative Training Assistance Program (ICITAP) and the Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT). The contract has an estimated ceiling of 500 million dollars and a total duration of seven years and three months, consisting of a three-month transition period, a two-year base period, and five one-year option periods. Performance occurs predominantly at overseas locations, including austere and geopolitically sensitive environments, with limited work performed within the United States. The scope of work includes managing geographically dispersed workforces, procuring foreign local labor, and executing global logistics, sometimes requiring resource movement within 24 hours. The government will award the contract to a responsible offeror based on a best value tradeoff process, prioritizing technical factors over price. A mandatory requirement for proposal submission is a valid Top Secret Facility Clearance. The contractor is responsible for providing program management facilities and adhering to strict security protocols, including the use of authorized government networks and the signing of non-disclosure agreements for personnel handling sensitive information. Deliverables include a government-accessible program management database, quality control plans, and detailed financial reporting. Task orders may be issued as Firm-Fixed-Price, Time-and-Materials, or other authorized bases, with labor categories covering law enforcement, corrections, forensics, and administrative specialists.
