This combination Synopsis/Sources Sought announcement is to determine interest from 8A, HUBZone, Service Disable Veteran Owned Small Businesses (SDVOB), or Small Business firms under NAICS 237310 Highway, Street and Bridge Construction that will submit an offer to complete this construction project located at Bonners Ferry Ranger District, Idaho Panhandle National Forests, Boundary County, Idaho. The project area is located in the area of Junction with FSR 2499A and FSR 2499B. T64N, R1E, NE - Section 36 and, T64N, R2E, Section 30 and 31 Boise Meridian. This project consists of 2 parts: Section A work consists of preparing and constructing a site to install a Government-furnished Glu-laminated bridge. This work includes hauling material onsite, constructing the approaches to the bridge, installing riprap material, reconstructing the stream banks and instream work, and installing gabion baskets for foundations to the bridge. Section B work consists of reconditioning for Forest Roads within the same general project area as the bridge, as well as construction of new road segments and decommissioning portions of the 2499B road. Work includes construction surveying and slope staking for the new construction segments of road, and roadway brushing, dust abatement, cleaning culverts, installing new culverts for road reconditioning segments, hauling aggregate material to build up the roadbed, construct grade dips and construct headwalls and outfalls for culverts. Also there is construction of outlet ditches and waterbars, and decompacting the roadbed for the decommissioning segments of the road. The Government's estimated price range is between $250,000 and $500,000. The period of performance will be 60 calendar days, with an estimated start date of July 2012 and completion by October 2012. Responses to this notice will be used to determine whether this project will be pursued as an 8A, HUBZone, SDVOB or Small Business set-aside. Contractors who have experience in this type of construction, and intend to submit a proposal are requested to submit a response via Fax or Email to this Sources Sought notice with their information by 4:00 p.m. (pacific), Tuesday, May 29, 2012. Responses must include 1) a positive statement of your intention to submit a proposal for the solicitation, 2) a clear description of experience performing similar projects and 3) your 8A, HUBZone, SDVOB or Small Business eligibility as determined by the NAICS size standards, the Small Business Administration (SBA) and registration in CCR. Responses to this Sources Sought will used to help establish set-aside criteria for this procurement. A solicitation will be issued on or around June 1, 2012. An on-site pre-proposal meeting will be scheduled during the solicitation phase.
