The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis this request. This requirement is sole sourced to RTD Embedded Technologies, Inc., 103 Innovation Boulevard, State College, PA 16803 as the only vendor able to produce this requirement due to this company being the original manufacturer of this material and compatibility with existing installations and must fit together to make a complete system. This notice of intent is not a request for competitive quotes, however, any firms believing that they can provide the service may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing its ability to do so without compromising the quality, accuracy, and reliability of the testing without causing programmatic hardship to the program. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
