(IDC) Maintenance and Repair of Mechanical-HVAC Controls

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are establishing multiple Time-and-Material Price Agreements for the maintenance and repair of mechanical-HVAC controls. The scope of work includes planned projects typically valued at 50,000 dollars or less and temporary staff augmentation to assist MoDOT personnel. The contract period begins on the execution date and runs through June 30, 2029, with the possibility of two additional one-year extensions at MoDOT's discretion. Key performance requirements include a six-hour emergency response time and the submission of written work plans within five to ten working days depending on the project type. Awards are based on the lowest total bid principle, with evaluation weighted 60 percent on the fixed hourly mechanical service rate and 40 percent on the materials and supplies mark-up. The mark-up for supplies is capped at 15 percent and cannot exceed the manufacturer's suggested retail price. Contractors must adhere to strict safety gear requirements for day and night operations and provide a contract bond equal to the contract price. Required documentation for submission includes an E-Verify Memorandum of Understanding, worker eligibility affidavits, and certificates of insurance. Insurance requirements specify minimums of 600,000 dollars per person and 4,000,000 dollars per occurrence for business automobile liability, along with 1,000,000 dollars in employer's liability insurance.
