(IDC) Maintenance and Repair of Mechanical-HVAC Sheet Metal

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are establishing multiple Time-and-Material Price Agreements for the maintenance and repair of mechanical-HVAC sheet metal. The scope of work includes planned projects typically valued at 50,000 dollars or less, as well as providing temporary hourly staff assistance. The contract period begins on the execution date and runs through June 30, 2029, with MoDOT retaining the option to extend the agreement for up to two additional one-year periods. Services will be performed across various districts and counties in Missouri, with contractors required to adhere to OSHA standards and ANSI/ISEA 107 safety apparel requirements for work in highway right-of-ways. Awards are based on the lowest total bid principle, evaluating a fixed hourly mechanical service rate (weighted at 60 percent) and a materials and supplies mark-up percentage (weighted at 40 percent), with a maximum allowable mark-up of 15 percent. Payments are made in arrears via electronic funds transfer or check, requiring itemized invoices that reference specific purchase order numbers. Contractors must comply with the Domestic Product Procurement Act, non-discrimination statutes, and provide a ten-hour OSHA construction safety program for on-site employees. Required submission documents include a Certificate of Insurance and worker eligibility affidavits via the MissouriBUYS system.
