The Missouri Department of Transportation (MoDOT) is soliciting multiple Time-and-Material Price Agreements for plumbing services to support the Missouri Highways and Transportation Commission (MHTC) and MoDOT. The contract period runs from the date of execution through June 30, 2029, with the option for MoDOT to extend the agreement for up to two additional one-year periods. The scope of work includes spontaneous service calls for plumbing failures and planned projects typically valued at 50,000 dollars or less. Contractors must adhere to strict performance standards, including a six-hour emergency response time day or night and the submission of written work plans within five to ten working days depending on the project type. Awards are based on the lowest total bid principle, with evaluation weighted 60 percent on the fixed hourly mechanical service rate and 40 percent on the materials and supplies mark-up, which is capped at 15 percent. MoDOT may appoint multiple prime or contingency contractors per district or county to ensure uninterrupted service. Required submissions include a fixed hourly rate, a percentage mark-up for supplies, a Certificate of Insurance, and affidavits regarding worker eligibility and lawful presence. Additionally, awarded contractors must comply with the Domestic Product Procurement Act and provide a ten-hour OSHA construction safety program for on-site employees. Payment is made in arrears based on itemized invoices referencing specific purchase order numbers.
