The Naval Air Systems Command (NAVAIR) awarded a Cost-Plus-Fixed Fee (CPFF) delivery order under NAVAIR BOA N00019-11-G-0005 to Exelis Inc. for incorporation of software or firmware solutions to System Anomaly Reports (SARs) found during AN/ALQ-214(V)4/5 system development tests and the integration of the Direct Digital Synthesis (DDS) capability into the Engineering Development Model (EDM) Receiver Converter Assembly (RCA) Shop Replaceable Assemblies (SRAs). This action was being awarded on a sole-source basis to Exelis Inc., Clifton, New Jersey. THE NOTICE WAS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
