Sources Sought Synopsis announcements are issued to assist the Agency in performing market research to determine industry interest and capability. This Source Sought Synopsis is not a request for proposals and at this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Introduction: The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing DELL Laptops, Tablet & Associated Peripherals specified on the attached Spec List. (Please see attachment) The intent of DTRA agency is to place this requirement through commercial Indefinite Delivery-Indefinite Quantity (IDIQ) single contract award with a period of performance of approximately 3-yrs. Background: DTRA is a DoD component that recognizes the essential benefits of a reasonable replacement life cycle for commercial laptops and its associated peripherals. Within this framework, the end-user's computing needs both current and future can be upgraded in a reasonable amount of time while reducing security risks through acquistion of new technology advancements. Henceforth, the objective of the future solicitation is to acquire Dell Laptops, Tablet & Associated Peripherals specified in the spec list with the minimum flexibility requirements. The flexibility on the IDIQ requirements must meet the following minimum requirements: 1. ALL UPDATES for all items - are desired as technology for the same form, fit, and function. If an item has a replacement available (technology refresh) notify the DTRA agency of the refresh, as the new item should generally be specified and provided. 2. The LIFE CYCLE time until end-of-life for sales must be greater than 9 months for items below, if this condition is not met, a technology refresh replacement must be offered in lieu of the item specified. 3. SUPPORT - all items must be supportable for 3 years from the date of sale. 4. NO SUBSTITUTION - except for technology refresh and unless noted otherwise. The DELL & other associated peripheral brand names were selected because there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by unique capabilities in providing interoperability with existing laptop computer infrastructure and most importantly cost effectiveness in regards to minimizing migrating compatibility issues. The agency anticipates this requirement to be Firm-Fixed Price contract and will be solicited as Other-Than-Full Open Competition. Responses: Interested offerors should address in their written response whether they can fulfill this requirement via a GSA schedule, NASA SEWP, NIH, or open market. Responses shall include the following information: company name, address, point of contact, telephone number, email address, business size and small business status (such as disadvantaged, 8(a), HUBZone, Woman Owned, Minority Owned, and/or Veteran Owned). Please submit responses to Tony Sixon, Contract Specialist via email at antonio.sixon@dtra.mil no later than 12:00PM (Eastern Standard Time) on April 22, 2011. Mr. Sixon is the point of contact for all inquiries regarding this action and can be reached at (703) 767-7892.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
