IFB 06-26 Biochar Facility Construction

The Southeastern Public Service Authority of Virginia (SPSA) is soliciting bids for the construction of a 40,872 square foot biochar processing plant located in Portsmouth, Virginia. The facility is designed to manage the organic portion of the SPSA SORT System. The successful contractor will be responsible for providing all labor, materials, and warranties to deliver a fully operational facility, which includes coordinating construction activities with SPSA and AMP regarding the installation and commissioning of specialized equipment. The contract will be awarded to the lowest responsive and responsible bidder, with evaluations based on technical compliance, the ability to meet quality standards, and the provision of descriptive literature and references for similar completed projects.
