IFB 161318 Box Culvert - Rt 611

The Virginia Department of Transportation Staunton District is soliciting bids for the design, fabrication, and delivery of one four-sided precast box culvert for Route 611 in Shenandoah County. The culvert must feature a 20-foot span and 5-foot height, consisting of three separate 20-foot lines, each made of four 5-foot standard sections. Technical specifications require a minimum concrete strength of 5,000 psi, HL-93 live load capacity, and the use of Class I Corrosion Resistant Reinforcing with spacing no more than 8 inches center-to-center. The unit must be waterproofed with epoxy-resin compound and aggregate per 2020 VDOT Road and Bridge Specifications and include plugs for lifting holes. Delivery is required by March 9, 2027, to the Edinburg Residency on Old Valley Pike. The contract period runs from the date of award through April 15, 2027, with terms set as FOB destination. Award priority is given to DSBSD-certified micro or small businesses, including women-owned and minority-owned enterprises. The Commonwealth will award the contract on a grand total basis to the lowest responsive and responsible bidder. Bids must be submitted electronically via the eVA portal by 3:00 PM EST on November 19, 2026. Required submission documents include the VA State Corporation Commission form, emergency contact details, manufacturer and shipping point information, and plastic materials recycled content data. Payment will be processed via check, ACH, or EDI within 30 days of a valid invoice in accordance with the Virginia Prompt Payment Act.
