IFB 2026-B11 Jacobs Well Road - Remove and Replace Hot Mix

Hays County has issued Invitation for Bid IFB2026-B11 to remove six inches of existing pavement on Jacobs Well Road and replace it with a four-inch layer of Type B Hot Mix and a two-inch Type D Hot Mix Overlay, covering approximately 7,100 square yards. The project is governed by TxDOT specifications including Item 351, SS 3076, SS 3077, and SS 3084, with all work required to be performed in accordance with Texas Department of Transportation standards. Bidders must submit a bid bond equal to five percent of their total bid amount, and if awarded, must provide performance and payment bonds each equal to 100 percent of the contract price within ten days of contract execution. The contractor is responsible for all aspects of the work including milling, material delivery, hauling, utility locates and repairs, QA/QC testing with bulk samples and cores daily, and proper labeling and delivery to the final destination under FOB terms. All materials must meet temperature and contamination control standards, with haul tickets collected hourly and submitted to the Engineer. Work must be completed by September 25, 2026, with liquidated damages of five hundred dollars per calendar day assessed for delays unless excused by written notice within ten days of the delay event. The contract requires strict compliance with state and federal regulations including Texas law and performance obligations within Hays County, with the County Purchasing Agent authorized to make written changes to specifications. Bidders must not owe back taxes to Hays County, be otherwise eligible, possess adequate financial resources and equipment, and have a satisfactory performance record within the last five years supported by three references from similar-sized entities. Required certifications include the Code of Ethics, HUB Practices, House Bill 89 Verification, Comptroller Divestment Statute Certifications covering Iran, Sudan, foreign terrorist organizations, Israel boycotts, energy company boycotts, and discrimination against firearm companies, along with Debarment & Licensing Certification and Federal Affirmations. Bidders must also provide a SAM.gov entity registration printout confirming active status, complete the W-9 form, and furnish proof of Workers’ Compensation, Auto Liability, and General Liability insurance prior to commencing work.
