IFB for Bus Passenger Shelter Cleaning - Essex Street and Remote

The Central Ohio Transit Authority (COTA) is soliciting bids for a firm-fixed-price contract to provide comprehensive cleaning and maintenance for bus passenger shelters, BRT shelters, and BRT pylons throughout Downtown Columbus and along BRT corridors. The scope of work includes routine overnight cleaning of downtown shelters from Sunday to Friday, BRT shelter cleaning three times weekly, and weekly pylon cleaning. Additional requirements include pressure washing at 33 N. High Street, monthly roof and ceiling panel cleaning, and winter services such as snow removal for accumulations of one inch or more and ice-melt application. The contractor must also provide emergency response to cleaning call-outs within four hours and report asset damage within 24 hours. The contract term runs from January 1, 2027, to December 31, 2031, with two optional one-year renewals. Award will be granted to the lowest responsive and responsible bidder based on the lowest evaluated price. Compliance requirements are extensive, incorporating FTA terms, EPA and Ohio EPA environmental regulations, and federal non-discrimination and equal employment opportunity laws. Contractors must maintain cybersecurity insurance and adhere to strict safety policies, including a ban on distracted driving. Payment is issued on a Net 30 basis via electronic invoicing, requiring a unique five-digit purchase order number for processing.
