The U.S. Army Corps of Engineers, Mobile District, plans to award a sole source contract for the procurement of twelve IKE 305 geospatial assessment tools with military kitsets. The contract, expected to be awarded by June 3, 2008, will be given to Surveylab USA, Inc., as they are identified as the only responsible source meeting the requirements, according to FAR 6.302-1. This decision is based on the unique capabilities of the IKE 305 device, which integrates multiple sensor technologies including a GPS receiver, digital camera, inclinometer, compass, and a laser designator capable of targeting distances up to 1,000 meters, all housed within a compact, handheld unit. Surveylab provides these devices with an associated military kitset that includes various accessories and support services, such as spare batteries, power converters, antenna cables, and a low magnetic signature tripod, along with a two-year warranty that covers hardware and software upgrades. The IKE 305 device runs on Windows Mobile 5 and features a 3.5-inch color touch screen, with extensive communication options including USB, Bluetooth, Wi-Fi, and RS232. It is designed for rugged outdoor use, with IP654 protection and operating temperatures ranging from -10°C to +40°C. The tool collects and processes geospatial data using ESRI’s ArcPad software to create real-time survey outputs and supports file formats like CSV and shapefile. Additional military-specific enhancements include a specialized kitset containing power adapters, cables, memory cards, and cleaning tools, aimed at ensuring reliability and ease of use in field operations. This procurement effort emphasizes the device’s unmatched integration of multiple surveying and targeting technologies within a single portable system, justifying the sole source acquisition.
