The Department of Defense's Navy Medicine East office plans to negotiate a sole-source contract with Meridian Bioscience, located in Cincinnati, OH, to supply Illumigene Group B Assays for Naval Hospital Pensacola. This procurement follows FAR 13.106(b)(1)(i) guidelines, which permit contracting with a single responsible source when only one supplier can meet the agency's specific requirements. Navy Medicine has customized its training and products around Meridian Bioscience’s Illumigene assays, resulting in improved efficiency and reduced costs compared to using multiple manufacturers’ products. Consequently, Meridian Bioscience is recognized as the sole responsible source capable of fulfilling the contract requirements. Potential vendors who believe they can satisfy these needs must submit written responses that include detailed technical information demonstrating their capability to meet the requirement. These submissions are needed to allow the agency to evaluate whether to open the contract to competition. Responses must be received by 2:00 P.M. local time on October 25, 2016, via email to the identified contract specialist, Charles F. Hartley. Should no suitable alternatives be demonstrated, the government will proceed with the sole-source negotiation with Meridian Bioscience according to the stated justification and approval.

Full Description

This is a notice of intent to negotiate a sole-source contract pursuant to the authority of FAR 13.106(b)(1)(i), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a contract with Meridian Bioscience, Cincinnati, OH for Naval Hospital Pensacola, who has a requirement for the Illumigene Group B Assays . The equipment manufacturer is Meridian Bioscience, and Navy Medicine has tailored its employee training, and products based on the Meridian Bioscience Illumigene Group B Assays. This has streamlined costs and increased efficiency versus operating additional brands made and supported by other manufacturers. Therefore, Meridian Bioscience is the only known responsible source that can provide what is required for this procurement. See attached Justification and Approval. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 2:00 P.M. local time, October 25, 2016. Submit responses via e-mail to Chas Hartley, Contract Specialist, at charles.f.hartley.civ@mail.mil.
