AI Contract Overview

This sole source fixed price contract, solicitation number 75D30120P07476, was awarded by the CDC Office of Acquisition Services within the Department of Health and Human Services for the procurement of assay kits and reagents from Illumina, Inc. and Illumina Netherlands BV. These specialized reagents are required for use on Illumina equipment within BSL-2/4 laboratories to ensure the replication of specific experiments and the maintenance of quality assurance standards. The procurement is categorized under NAICS code 325413 and is managed by the NCEZID/DHCPP/VSPB division. The justification for the sole source award emphasizes the critical need for continuity and the comparability of research data. Utilizing a different manufacturer would compromise the validity of results, invalidate existing standard operating assays, and render new procedures incompatible with previous experimental studies and published research. Furthermore, switching vendors would result in unreasonable financial loss and significant delays due to the extensive time and cost required to retest and validate safety protocols and assays.

Full Description

This is a sole source fixed priced purchase of assay kits from Illumina, Inc. These assay kits will be used on Illumina equipment at CDC. These reagents are also used with approved protocols with our quality assurance for best practices in the BSL-2/4 labs. This will allow replication of specific experiments using the exact products that produced the original results. Changing brands or manufacturers would also compromise the project ensuring undue fairness, validity, and comparability of results to other investigators. It would also increase significant time and money in having to retest/validate all our standard operating assays and safety protocols, along with making these new procedures incompatible with past experimental studies, papers, and research in general. Therefore, it is not in the best interest of the Government to use a different vendor as it would cause harm (financial and otherwise) that would not be reasonable.
